1.02 TO: POTENTIAL BIDDERS
A. Plattsburgh Housing Authority is requesting sealed bids, in duplicate, for the Administrative Building Addition, located at 4817 South Catherine Street in the City of Plattsburgh. Bids will be received until 2:00 P.M. on October 07, 2025 and then publicly opened and read aloud.
B. Bid proposals submitted prior to the public bid opening by U.S. Mail, private carrier, or hand delivered are to be sent to: Plattsburgh Housing Authority, Mark Hamilton -
Executive Director, 4817 South Catherine Street, Plattsburgh, NY 12901.
C. All bids shall be submitted in a sealed envelope with the words "Plattsburgh Housing Authority - Administrative Building Addition" clearly printed on the front.
D. Project Description: The project is for site, exterior & interior renovations to an existing 1 story wood frame building with a full basement. Project work scope includes a 1,661
sf building addition with full crawl space, 867 Sq Ft. of interior alterations, expanded parking area, perimeter drainage & miscellaneous site improvements.
E. Project is to be substatially completed within nine (9) Months of the effective date of the contract as defined in HUD 5370 & the Available Project Information.
F. Projects Documents may be examined at no expense at the office of the Engineer:
Architectural & Engineering Design Associates, P.C., 1246 Route 3, Plattsburgh, NY, 518-562-1800 and at the following "plan rooms".

G. Electronic Project Documents are available in the form of a PDF to any interested bidder through the office of AEDA, P.C. upon request. Paper copies can be requested at a determined value per sheet. Interested Bidders should contact Crystalle Burnell at

H. Bidders will be required to provide Bid Security in the form of a Bid Bond or Certified
Check of a sum no less than 5% of the Bid Amount.
I. Refer to other bidding requirements described in Document 002113 - Instruction to Bidders and Document 003100 - Available Information to Bidders.
J. A pre-bid conference and site visit for all bidders is scheduled for 10:00 A.M. on September 18, 2025 at the project site, 4817 South Catherine Street, Plattsburgh New York 12901. All Prime Contract bidders as well as interested sub-contractors should
plan to attend this meeting.
K. The deadline for all question submission will be 3 P.M. September 30, 2025 (5) business days before the bid opening any questions submitted after this time will not be subject to response by addendum.
L. Responses will be issued in writing in the form of a project addendum and will be distributed to all plan holders through email by 3 P.M. October 03, 2025 (2) business days prior to bids being due.
M. The successful bidder will be required to provide Payment & Performance Bonds in the amount of 100% of their contract or a 20% cash escrow; or, a 25% irrevocable letter of credit; for assurance of this contract if the bid exceeds $50,000.00.
N. Retainage for the project will be 5% through the issuance of a Certificate of Completion. Final release of retainage will not be entertained until all punch list items are completed, all As-Builts and OE&M documentation is submitted and approved, and final Certificate of Occupancy is issued to the Plattsburgh Housing Authority.
O. Sales tax is not required to be included in the bid for this project.
P. Your offer will be required to be submitted under a condition of irrevocability for a period of 45 days after submission.
Q. Plattsburgh Housing Authority is an equal opportunity employer. The Owner reserves the right to accept or reject any or all offers. All awards are contingent upon the signing of an agreement in a form acceptable to the owner.
