FOR THE
CONSTRUCTION OF
CONSTRUCT DEICE PAD & COLLECTION SYSTEM - PHASE 1 (RE-BID)
AT THE
PLATTSBURGH
INTERNATIONAL
AIRPORT

NEW YORK
Sealed proposals for the construction of Construct Deicing Pad and Collection System - Phase 1 (Re-Bid) Contract will be received at the Legislative Office, Clinton County Government Center, 137 Margaret Street, Ste. 208, Plattsburgh, New York 12901 until 2:30 p.m. local time, March 5, 2026, and there, at said office, at said time, publicly opened and read aloud.
This project includes the reconstruction of the existing south holding bay for use as a dedicated deicing pad and fluid collection system. Work includes milling, asphalt overlay and asphalt reconstruction of the south end of Taxiway A, along with the installation of new trench drain and underground collection tanks, valves, piping and appurtenances with above-ground valve mechanisms. Additional project components include modifications to the existing taxiway edge lighting and placement of new pavement markings.
The Contract Documents (consisting of the Proposal, the Contract Form, and the Specifications) and the Contract Drawings shall only be accessed online through the Clinton County Purchasing Department website at: https://www.bidnet
direct.com/new-york/
clintoncounty and selecting 'Open Solicitations,' where the bid information is posted. Interested bidders will need to register with Empire State Purchasing Group in order to retrieve the contract documents.
Each proposal must be accompanied by a certified check or bid bond, in the amount of five percent (5%) the total maximum proposal price for the contract in the form and subject to the conditions provided in the Preparation of Proposal. The certified check or bid bond shall be made payable to CLINTON COUNTY TREASURER.
After award of the contract, the successful bidder shall be prepared to hold their bid prices for an anticipated start of construction as late as May of 2027, weather pending. The execution of the construction Contract is dependent upon the receipt of an FAA grant offer and is expected no earlier than September 2026. This Contract does not allow for price escalation in unit bid items. The Contractor shall take this into consideration when preparing unit prices for bidding. This project requires the Contractor to pay New York State or Federal prevailing wages, whichever is higher.

Clinton County reserves the right to reject any or all bids in whole or in part, to waive all informalities, and to disregard all non-conforming, non-responsive or conditional bids.
